Supervisor Doug Maitland said he will resign at the end of 2012. He is moving to Mt. Airy, Maryland. His term runs to the end of 2013. He said it is up to the two remaining supervisors to appoint someone to fill out his term.
Road Master Terry Martin was subsequently appointed to fill out Maitland’s term.
‘We are looking at some well qualified candidates’ said Supervisor Gary VanDyke. Martin can serve as Supervisor and Road Master. There are supervisors in other neighboring townships who also serve as Road Master.
‘We wish Doug well,’ said VanDyke.
Caernarvon Township officials are working with the Pennsylvania Department of Environmental Resources to stabilize the stream bank in Pool Forge Park. Township Engineer John Roche said he is talking to the D.E.P. about the project. He said that the forms and fees have changed, and that a new application will be made.
Robin Buckwalter, administrator at Pool Forge Park asked what the next step in the process would be.
‘In a couple of months we will have some studies completed and we will send in an application to the DEP,’ said Roche.
Maitland said we will have to see if grants are available. Funds from Growing Greener will not be available for this project.
‘We have been continuing to work on storm clean up. Replacement of the doors in the Spring House at Pool Forge could be very expensive.’
Maitland said the replacement door may cost $1000.
There are also some storm water issues that have to be addressed along Laurel Road, said Martin.
Joel Martin has been appointed to represent Caernarvon Township as a member of the Chester County Solid Waste Authority (CCSWA) according to Bob Watts, General Manager of the Lanchester Landfill. Martin is a mechanical engineer and will be an asset to Caernarvon Township and the CCSWA.
Dart Container in Leola had a ribbon cutting at the location of their two new turbines which will generate electricity for use at the factory. Methane gas from the Lanchester and Conestoga Landfills is processed at Granger Energy and is pumped to businesses in the New Holland and Leola areas.
Watts said 12 new gas extraction wells will be drilled at the landfill during next spring. There are 13 to 14 year years of life to the landfill.
‘The current state administration is promoting a friendly spirit of cooperation with businesses using gas to power industry. We are taking in less waste than usual. We have no debt. We may delay some projects for a few years. There are 160 methane extraction gas wells. A gas well usually has a life span of 20 years,’ he explained.
An amendment was made to the Transfer Development Rights Ordinance which allows Caernarvon Township to enter into TDR transactions said Maitland.
The Caernarvon Historical sponsored a very successful program at the Churchtown Methodist Church and the Bangor Episcopal Churches on December 1.
‘We had a huge crowd’ said Yvonne Styer, member of the Historical Society. ‘It was a great success. Bangor sold cookies. We hope to have a tour of Historical homes in November 2013.’
VanDyke said he heard positive comments about the program.
Buckwalter said that there was a phenomenal turnout at the Christmas at the Ironmasters event on Nov. 30, Dec. 1 and 2 at Pool Forge.
‘The Pay Masters House and the west tenant house were open,’ she said. ‘We tallied about 460 visitors. There were terrific comments (and) a great variety of trees. We had lots of sponsors (and) there were new participants. Lots of cookies were available.’
She added that none of it would have been possible without the help received from volunteers.
VanDyke said that the Caernarvon Ag. Advisory Board will meet on December 20.
Two farms have been preserved by the Lancaster Ag. Preserve Board this month. A farm has been preserved by the Lancaster Farmland Trust.
‘We have been working on T.D.R.s,’ continued VanDyke. ‘We are looking for more progress.’
The Lancaster County Planning Commission met on October 27 to dedicate the Conestoga Ridge Scenic Byway. The scenic byway extends from Route 322 to Morgantown. There will be a meeting with the state representatives for recognition of the system.
The Zoning Hearing Board is considering a request from Daniel Smucker of Hammertown Road for a manure pit.
A special exception is being considered to replace the masonry business at 428 California Road with an excavating business. The former owner of masonry business was killed in a motorcycle accident.
