2 wanted for Home Improvement Fraud in Fleetwood

Two contractors have been charged with home improvement fraud. Arrest warrants have been issued.

Fleetwood Borough Police seek information about Jerry Allen, 41, Easton, and Mark Kowalski, 28, Temple, who have been charged on July 1 with theft and felony violations of the Home Improvement Consumer Protection Act. Allen and Kowalski remain at large with active arrest warrants.

A Fleetwood man reported to police that he had been taken advantage of by two separate contractors about a month apart, according to a police report.

In March, Allen of DBA Interior Motives Renovations was contracted to build a 22 by 14 sunroom at the rear of victim’s home for $5,800. Allen accepted the down payment of $2,800 and began demolition, in the process damaging the siding. Two days later Allen requested another $1,000 for materials. A day after writing the check, the victim alleges that Allen changed specifications of the work and advised the victim if he didn’t like it he would just refund his money. The victim immediately wanted a refund and stopped payment of the $1,000. The victim unsuccessfully attempted to contact Allen for the refund before contacting police.

In April, Kowalski of DBA Kowalski Construction was contracted to build a deck at the rear of the home for $3,400. The victim alleges that after making several excuses and unfulfilled promises, Kowalski broke off contact. The victim called police.
