The Amity Township Board of Supervisors unanimously approved on Feb. 4 to begin soliciting proposals for tax exempt financing to not exceed $1.25 million.

Township Manager Charles E. Lyon said the funds would implement “corrective action plans” for increasing sewer capacity.

The corrective action plans include making necessary sewer repairs, land acquisition/negotiation and construction costs for the Route 662 interceptor, and adding a third backup pump at pump stations 2 and 4.

Township sewer engineer, Michael D. Sassaman, Arro Consulting, Inc., Wyomissing, said the state Department of Environmental Protection (DEP) has required Amity Township to resolve the “hydraulically overload pumps” at pump stations 2, 4, and 7.

He said DEP has determined that a high peak flow, which causes each pump station’s second (backup) pump to begin working, is no longer sufficient; municipalities must now install a third (backup) pump at each station.

Pump station 2 serves the Amity Gardens area.

Pump station 4 serves the Bel Air Estates and Valley Road areas.

The board unanimously approved a $7,000 expenditure that will resolve the “hydraulically overloaded” pump station 7 at the Rosecliff development off of Old Airport Road.

Lyon’s current estimate is that sewer construction costs will range between $900,000 and $1 million.

Sassaman estimates that the new pump design work will cost $15,000 per station, plus total pump replacement costs of $60,000.

He will also send a study report to DEP indicating the township’s measures to regain diminished sewer capacity.

Lyon suggested that the board adopt a new policy to video record residential and commercial sewer laterals for possible infiltration/inflow (I/I).

A property transfer would initiate a sewer lateral to be recorded and evaluated.

I/I can affect the Amity Township Sewer Treatment Plant’s design capacity and also result in sanitary dilution and affect the plant’s efficiency.

Lyon said I/I has resulted in a 25 to 40 percent efficiency reduction since 2010.

Board Chairperson Kimberly J. McGrath said the encryption of the “Basic Service Tier” by Service Electric Cablevision, Birdsboro, has been changed from early February to Feb. 24.

According to a recent SECV letter to its customers, a Digital Converter Box, HD/DVR Converter Box, Whole Home 6-Tuner DVR Media Player, Digital Transport Adapter (DTA), or CableCARD Device, must be connected to each TV in order to view any channels on and after Feb. 24.

SECV is providing up to two DTA rentals at no additional charge, depending on eligibility.

Additional DTAs can be leased for $1.95 per month, per DTA.
