Hamburg Borough Council on July 25 approved the final plan for Manderbach Ford dealership and approved a liquor license transfer to Rutter’s Farm Store on Grand and Front streets.

Tom Dredge, project engineer, presented the final plans to Borough Council on July 25 for Hamburg Business Park Lots 1 and 2 owned by GBD Real Estate, LLC. Manderbach Ford will be moving it’s Temple Ford car dealership to Route 61 and Grand Street in Hamburg once completed.

There will be three buildings with a total square footage of 64,000 feet. There is parking for about 440 cars, which will be for inventory, employee and customer parking. Construction is planned to begin in the next couple of weeks.

Preliminary approval was granted in November. Dredge said revisions to the preliminary plan were primarily building size and some site layout and circulation issues.

“Nothing really major as far as engineering goes. We did remove a stream crossing. We were going to take access from Grand Street. That’s no longer proposed at this time,” said Dredge. “We did receive favorable recommendation from the Planning Commission with several waivers.”

He said they received a letter from Great Valley Consultants regarding minor plan clean up items.

Hamburg solicitor Michael Gombar noted that within Great Valley’s review letter, there was a comment about storm water management that was addressed with the Municipal Authority, suggesting the installation of another pipe.

“If Borough Council would be willing to entertain your approval tonight based on the condition that the existing pipe be inspected and cleaned of debris at reasonable intervals subject to PennDOT’s approval and possible installation of trash racks or flap gate be inspected … as part of a storm water management inspection, overall remedies, would you be agreeable to that?” asked Gombar.

“I think that’s a reasonable condition,” said Dredge.

Council approved the final plan on the condition that all of the Great Valley Consultants review letter recommendations be met, including the additional storm water management inspection, cleaning up debris, and installing trash racks or flap gates.

In other news, Council approved the transfer of a Pennsylvania Liquor Control Board Restaurant Liquor License No. R-16371 from Bethel Township into the Borough of Hamburg for Rutter’s Farm Stores, a York-based convenience store chain.

Council member Lindsay Adam explained that the Restaurant Liquor License will enable Rutter’s to serve a maximum of two beers per customer eating at the establishment.

Rutter’s will also be able to “sell up to 192 fluid ounces of beer products, in original containers, for take-out purposes,” according to http://pennsylvanialiquorlicense.com/.

In other news, Council approved Our Town Foundation’s application for a mural, which will be painted at State Street Square on the adjacent exterior wall of the building behind Ala Mode Ice Cream & Dessert Parlor on State Street. Painting of the mural is scheduled to begin in September.

Council President Martha Bertolet was not present.

Hamburg Borough Council meets regularly on the 4th Monday of every month at 7 p.m. in the Council Chambers of the Hamburg Municipal Center, 61 North 3rd Street, 2nd Floor, Hamburg. The next meeting will be Aug. 22.
