ELVERSON - Borough Council granted conditional final plan approval for Springfield Village at the site of McMullen's Green House at their Aug. 5 meeting.

Borough attorney Dave Malman said the conditions for approval are compliance with the requests of the borough engineer, financial security and requested improvements, including sidewalks, sewers and water and the payment of fees.

Malman said his job is to be certain none of the costs associated with the development have to be paid for with tax dollars.

Attorney William Colby, representing developer Gary McEwen, said a Phase II environmental study was done at the site. An underground tank was discovered. Malman said the proper procedure has to be followed to remove the underground storage tank.

Borough engineer Mark Stabolopscy said certain rules on environmental issues must be followed.

Colby said a third party is doing the demolition.

Issues concerning the dedication of Parkside Drive were discussed. Stabolopscy said some sort of recognizable warning to stop must be put at the end of the street.

Council member Kathy Daprile said suggestions are needed for a fall event in the park.

The Elverson Parks and Recreation Committee will be coordinating an "Autumn in the Park" at Livingood Park on Saturday, Oct. 4, from 12:30 to 4 p.m.

The event, intended for the entire Elverson community, will feature a bake sale and a food drive. Proceeds from the bake sale and food drive will be used to provide food baskets for families in need during the holiday season.

Other events for the day will include an apple pie baking contest.

There will also be a pumpkin decorating contest. Individuals, businesses, associations, families, groups or class rooms can enter the contests, which are open to people of all ages.

Candidates are also needed for Little Miss Elverson, Junior Miss Elverson and Miss Elverson for the 2008-09 year. The winners will be honorary guests at the Halloween Parade and other borough events during the year. Contest rules and entry forms can be picked up at Elverson Borough Hall during regular business hours.
